After three years of implementing the 2021 Tennessee Literacy Success Act (TLSA), our evaluation reveals that requiring teachers to have a threshold level of knowledge about foundational literacy skills has supported the reading outcomes of students in kindergarten through third grade. First through third graders whose teachers complete additional training in how to apply that knowledge using high-quality instructional materials perform significantly better than peers.
